The 2022 China International Fair for Trade in Services concluded. Reporters learned from the “2022 CIFTIS Press Conference” that the number of participating enterprises in this year’s CIFTIS exceeded the previous level, achieving 1339 results of various kinds. A number of authoritative reports such as “Report on China’s Development of Trade in Services 2021”, “Report on China’s Development of Exhibition Industry 2021” and other authoritative were released.
Wang Zhihua, deputy director of the Department of Trade in Services of the Ministry of Commerce said at the press conference that this year’s CIFTIS was full of highlights and fruitful, the number of participating enterprises, the degree of internationalization, the scale of transactions and the number of visitors exceeding the previous level, providing a pragmatic cooperation platform and huge market opportunities for all participants and injecting new vitality to the resumed development of global trade in services. The effects are mainly reflected in the following aspects. Firstly, it reaffirmed China’s confidence and determination to expand the high-level opening to the outside world and promote the prosperity and development of global trade in services. Secondly, it strongly promoted all parties to reach an important consensus on working together to overcome the difficulties and promote global economic recovery. Thirdly, it fully demonstrated the innovative development achievements of China’s service trade and promoted a series of important cooperation results. This year’s CIFTIS set up China’s achievements of trade in services to review the development history of the past ten years, selecting typical cases of achievements, showing the achievements of China’s trade in services development since the 18th National Congress of CPC. This year’s CIFTIS continued the mode of “one conference, two halls”, “comprehensive+special”, “online+offline” and other modes. State-owned Assets Supervision and Administration Commission of the State Council and the China Banking and Insurance Regulatory Commission respectively set up the central enterprise trading group and the central financial enterprise trading group. 31 provinces, 5 cities specially designated in the state plan, and the Production and Construction of Xinjiang continue to set up local trading groups to negotiate the procurement. Both the scale and quality of transactions are higher than last year.
Wang Zhihua introduced, according to preliminary statistics, up to now, 2022 CIFTIS reached a total of 1339 various results, including 513 of project type, 175 of investment type, 173 of initial innovation type, 128 of strategic agreement type, 82 of authoritative type, 26 of alliance platform type and 242 of selection and recommendation type. This year’s CIFTIS released a number of authoritative reports such as “Report on China’s Development of Trade in Services 2021”, “Report on China’s Development of Exhibition Industry 2021”, reflecting the development trend and gathering research results.
Wang Zhihua said that the next step will resolutely implement the decision and deployment of the Party Central Committee and the State Council, push forward the implementation of the outcomes and consensus reached at this year’s CIFTIS, and play the role of the CIFTIC as an important platform to expand openness, deepen cooperation and lead innovation, and deeply promote the open and innovative development of China’s trade in services.
The first is to promote the high-level opening up of trade in services. The Ministry of Commerce will promote the implementation of the negative list of cross-border trade in services across the country, study and formulate standards for trade in services, and push forward the implementation of the WTO “Reference Document on Domestic Regulation on Trade in Services”, and continuously improve the level of institutional opening of trade in services. The Ministry of Commerce will make good use of the important opening opportunities brought by the implementation of “RCEP” and expand the scale of trade in services with member countries. The Ministry of Commerce will take the opportunity of applying to join “CPTPP” and “DEPA” to align high international economic and trade rules and enhance the level of facilitation of cross-border flows of various factors.
The second is to deepen international cooperation. The Ministry of Commerce will actively participate in the formulation of international rules and standards for trade in services and create a favorable environment for international cooperation in trade in services. The Ministry of Commerce will deepen the cooperative relationship with major service trade partners, enrich the content of cooperation and expand the space of cooperation. The Ministry of Commerce will increase support for the development of the service sector in “the Belt and Road” countries, improve multilateral and bilateral cooperation mechanisms with BRICS countries and SCO, etc., constantly broaden the international cooperation network of trade in services and expand the “circle of friends” of China’s trade in services.
The third is to lead innovation and development. Policies and measures on the pilot program to comprehensively deepen innovative development of trade in services have continued to deliver results. The Ministry of Commerce will develop national demonstration zones for innovative development of trade in services. The Ministry of Commerce will upgrade the quality of export bases for specialized services. To accelerate and improve the top-level design of China’s digital trade development. The Ministry of Commerce will promote the development of emerging trade in services, such as bonded research and development, testing, and art exhibition and trading. We will encourage the import of energy-saving and carbon-reducing, environmental protection, and other technologies and services and expand the export of green and low-carbon technologies.
The fourth is to improve the level of exhibitions. The Ministry of Commerce will further optimize the platform functions of CIFTIS to expand opening-up, deepen cooperation and lead innovation, continuously raise the level of marketization and internationalization of CIFTIS, and enhance its market attractiveness, international attention, and global competitiveness. We will continue to enhance the role of CIFTIS in leading the industry’s cutting-edge concepts, advanced technologies, innovative achievements, industry standards, etc., promote the formulation of more pragmatic cooperation results, and build the CIFTIS into an international first-class exhibition with global influence.
